This site is a proof of concept for a comics aggregator. It's using the PHP HTTP client Guzzle, and checks HTTP headers (for the page as well as the image) alongside traditional file-based hashing.

In addition, there's a pluggable comic parsing engine, allowing non-standard comics (I'm looking at you, Least I Could Do) to be processed successfully. The database defines which parsing class to use, as well as the XPath (or other) queries to apply to the fetched data (HTML, mostly).
